Public access policies of Funding Agencies

Research funding agencies, particularly federal agencies, are implementing public access mandates for publications and digital data that result from funded research. The terms of compliance are set by the funding agency.

Below is a list of the federal research funders who most frequently fund FIU grants including their public access implementation plans and requirements for publications and data. Click the agency name for details.

Authors must submit final peer-reviewed accepted manuscripts for journal articles and juried conference papers (or the final published version of record) to the DOE PAGES repository system (link below) to be openly available no later than 12 months following publication.

NEWS: New NIH Policy for Data Management and Sharing (effective January 25, 2023)
NIH has issued a new Final NIH Policy for Data Management and Sharing, which will require NIH funded researchers to prospectively submit a plan outlining how scientific data from their research will be managed and shared. On January 25, 2023, the new policy will come into effect and replace the 2003 NIH Data Sharing Policy currently in effect.

The Plan commits the Department to deploying a web-based portal, the DOE Public Access Gateway for Energy and Science (DOE PAGES, link below), that will make scholarly scientific publications resulting from DOE research funding publicly accessible and searchable at no charge to readers; and to instituting data management principles and requirements that ultimately will apply to proposals for research funding submitted to all DOE program offices.

National Aeronautics and Space Administration (NASA)

2015 - Peer-reviewed accepted journal manuscripts (or the final published version of record, by publisher agreement) must be available no later than 12 months following publication.

Access will be through a NASA portal to the NIH's PubMed Central (PMC) platform (see NIH Manuscript Submission System link below).

Data - January 1, 2015 -Grants, contracts, directed research projects and other agreements require Data Management Plans:

Focus is on “research data that underlie the results and findings in peer-reviewed publications.”
Data must be accessible at the time of publication or “within a reasonable time period.”
Data can be made available via a journal publisher, through NASA archives, or another data repository.

Articles: “The AHA requires that all journal articles resulting from AHA funding (“outbound” research) should be made freely available in PubMed Central within 12 months of publication.”

Data: “The AHA requires grant applicants to include a data sharing plan as part of the application process. Any research data that is needed for independent verification of research results must be made freely and publicly available in an AHA approved repository within 12 months of the end of the funding period (and any no-cost extension)”

Publications must be openly accessible in a repository under a Creative Commons Attribution license at time of publication.

Ford Foundation Open Licensing Policy

As of February 1, 2015, the Ford Foundation requires all foundation-funded materials to be subject to a Creative Commons license, the Creative Commons Attribution License (CC BY 4.0).

According to the Foundation’s press release, “Beginning February 1, project grants from the foundation will include a requirement that the grantee widely disseminate all copyrightable products funded by the grant—including white papers, research reports, and websites—and license them under the CC BY 4.0 license. In certain situations, such as when the expected product contains sensitive or confidential material, the Creative Commons license will not be a requirement.”

Increasing Access to the Results of Federally Funded Scientific Research

On February 22, 2013, the White House Office of Science and Technology Policy (OSTP) sent a memo to executive departments and agencies that set out a plan to provide public accessibility to the products of federally funded research.

"...the direct results of federally funded scientific research are made available to and useful for the public, industry, and the scientific community. Such results include peer-reviewed publications and digital data.

This memorandum was specifically addressed to Federal agencies that fund over $100 million in research grants, although subsequently, some smaller agencies are choosing to follow this directive. To read the full memorandum, see the following link.
