Library Governance Subcommittee Charges

 

 

Below are the 6 subcommittees and their tasks:

 

Subcommittee on Officers and Committees:

 

The Subcommittee on Officers and Committees is charged with drafting that portion of the Constitution which details the titles, responsibilities, and powers of the officers involved in library governance. The Subcommittee will also determine which committees will be standing committees, and what power the officers will have to appoint ad hoc committees. After appropriate consideration and discussion, the Subcommittee will submit its recommendations to the Steering Committee

 

The task of this subcommittee is critical to the success of a library governance constitution. In essence, the Subcommittee will present a blueprint for the structure of library governance at FIU. This will involve broad, philosophical questions of the governance structure (i.e., will the primary power be vested in a President, or an Executive Board?), as well as specific functions and responsibilities of officers and committees.

 

 

Subcommittee on Membership:

 

Membership Subcommittee is to meet, discuss, and determine who is eligible to become members of the Library Governance Group. Once that is decided, the subcommittee willdraft the membership section of the Library Governance Constitution.

 

Subcommittee on Meetings:

 

Meetings Subcommittee is to meet, discuss, and determine the types, frequencies, and locations of meetings. Once that is decided, the subcommittee will draft the meetings section of the Library Governance Constitution.

 

Subcommittee on Elections and Nominations:

 

The Subcommittee on Elections and Nominations is charged with drafting that portion of the Constitution dealing with the election and nomination of officers and committee members. The Subcommittee will address such issues as how candidates are nominated, when and how elections are held, and any aspects of the process it sees fit to address. After appropriate consideration and discussion, the Subcommittee will submit its recommendations to the Steering Committee.

 

Subcommittee on Selection and Promotion:

 

The Selection and Promotion subcommittee will survey the library's current promotion document and make recommendations for amending, if necessary. Further, the committee will examine the library's minimal requirements for hiring and document current practices in the recruitment of librarians.

 

Subcommittee on Amendments and Bylaws:

 

The subcommittee on amendments and bylaws will determine what process is neededto propose an amendment to the governance document, by what manner the vote is to be held, and what percentage of the vote is necessary for passage.

 

Further, this subcommittee will recommend whether an additional "Bylaws" document is needed, and, if so, what the initial bylaws document should contain.
